The West Texas Homeless Network uses a tool called a 'by-name list': a housing priority list that identifies our neighbors experiencing homelessness “by name” and serves and houses the most vulnerable individuals and families first.
Our by-name list includes current and detailed information on every unhoused person in a given population. With this detailed information, we can better match housing solutions with the needs of each individual and continuously monitor the success of our homeless response system.

Functional Zero
Functional zero is a milestone indicating homelessness has been measurably ended for a population. Functional zero is not permanent - it must be sustained. While sustaining functional zero, individuals may still experience homelessness, but those experiences are rare and brief.
In Abilene, we have achieved and sustained functional zero for our military veteran and chronic populations, and we are working toward the milestone for singles, families, and youth.
